Below is a summary of a proposal made by Kevyn Orr to the creditors of the city of Detroit on June 14, 2013 regarding plans to invest and restructure city government. These items are discussed on page 61 of the original document. The purpose of this post is to give you a simple summary of this section of the plan. Here is copy of entire plan.

Overview: The City proposes to spend $1.25 billion over the next ten years to:
  •  Improve the performance of the Police, Fire, EMS and Transportation Departments.
  •  Fix urban blight
  •  Modernize cities information technology systems
  •  Fix the city’s electrical grid and lighting.
Key Public Safety Issues:
  • Very high crime rates
  • Obsolete information technology
  •  Poor performance including low response times and low closure rates
  • Inadequate staffing, low morale and lack of employee accountability
Summary of Objectives:
  • Reduce response times to national averages
  • Improve closure rates and first responder investigations
  • Update and fix police fleet and facilities
  • Modernize departments information technology
  • Achieve compliance with federal consent decrees
  • Reorganize departments and hold everyone accountable to maintain core responsibilities of policing.
